This is a juvenile Bald Eagle on the shore of Lake Erie, eating a Double-crested Cormorant.  Eagles will on occasion chase cormorants or gulls on the water, but are only rarely successful with these hunting attempts; more often the eagles will scavenge dead birds they find along the shoreline.
